MHP’s Community Assistance team supports housing policies and programs that increase housing variety and nurture inclusive communities. We do so by providing technical assistance (TA) related to affordable housing planning and development to communities, housing authorities, and nonprofits. We can award small grants, engage consultants, and/or provide staff time.
For general technical assistance, please fill out this request form.
Additionally, we've designed the following targeted Technical Assistance programs:

For housing authorities across the state who own vacant surplus land, this program assists with the feasibility review to confirm if the site is suitable for new housing development. This could include guidance on the disposition approval process, overseeing small grants for hiring third-party consultants for engineering services, financial feasibility analysis, and preparing Requests for Proposals (RFPs) for developers.
Please contact Carsten Snow-Eikelberg with any questions or for more information.
This program assists housing authorities in the feasibility review and RFP process to substantially rehabilitate or redevelop existing state-aided public housing. Work to assist in these efforts includes financial feasibility modeling, grants for third-party consultants, site analysis, and preparing RFPs for development partners, or disposition to a developer.
Please contact Carsten Snow-Eikelberg with any questions or for more information.

This program supports the creation of new affordable housing on publicly owned land or surplus buildings by assisting municipalities in evaluating the feasibility of development. MHP provides expertise and third-party consultants to complete necessary predevelopment due diligence, test site capacity, and draft an RFP for a developer.
Please contact Carsten Snow-Eikelberg with any questions or for more information.

The Complete Neighborhoods technical assistance program supports the development of affordable housing near transit and in densely developed neighborhoods across the Commonwealth. Selected projects receive technical assistance and consultant services to undertake planning, community engagement, predevelopment, and/or financial feasibility activities that advance housing production and complete neighborhood program goals.
Please contact Ashley Eaton with any questions or for more information.

This program is designed to help communities achieve their affordable housing goals through the use of an affordable housing trust fund. From a 10-month Intensive TA initiative to trainings and in-person events, MHP seeks to build the capacity of MAHTs to respond to local housing needs. To further this effort, MHP has developed two guidebooks:
· Municipal Affordable Housing Trust Guidebook
· Municipal Affordable Housing Trust Operations Manual
